if you implement the entire college rosters you would need the xbox pulse/720/whatever to store that kind of info, but then you could have your scouts suggest who you follow, OR, they follow who they...

I think the best way to solve this is to be able to make the draft classes huge, then when the season ends some of those players you were scouting DON'T declare themselves eligible for the draft....
