The only reason an X-Box without an HDMI output can upscale 720p to 1080i is because the two resolutions are practically the same. The difference is how the two resolutions are presented by your TV....

From what I've read, games that are on both consoles are presented in 720p/1080i because the first generation of 360's do not have an HDMI port. Games that are exclusive to PS3 will always have 1080P...
