Typically you have to confirm your purchases (even if they were free) by being signed in when playing on a console other than the one you downloaded them on. That's likely the issue you are running...

It's the first update, NC State only added a N and C to the S on their uniforms, calm down, they aren't going to get everyone in on the first shot.

The defaults are changed as well, you can still access the old uniforms, but they are no longer the default looks. For example if you are playing Arkansas they will be wearing their new set.
