The CPU shouldn't add new recruits if you have turned off the assistance/help options. Do you have auto-save turned off by any chance?

There is a an option of CPU "help" in recruiting, you can turn it off so that they won't keep adding new recruits and offering the wrong people. Also, I always do all my own recruiting, much more fun...
