The best way to adjust potential is to do a copy to select using a Madden 13 roster and adjust the rookies based on their draft stock using the same scale that EA used for 13.

To fix potential open up a .MC02 from Madden 13 and do a copy to select on potential only to your converted file. Then adjust this year's rookies with potential to match what they gave last year's...
