God, i've just found it when i tried to look for Unnecessary Roughness. It was Ultimate NFL Coaches Football Club by Microprose.

I've seen some pics but i don't think it's that game. Management screens had more orange tone. And the sideline view was lower, i mean more like stand up on the sideline.
