Basically, yes. You have to just let him run past you and make the tackle. But he'd better not tackle by the horse collar! That's also a penalty.

Those peel back blocs are one of the coolest parts of the game.

Agreed. There are some truly dirty things that they let go, and then they outlaw this. When guys are launched, they typically don't get hurt. When their legs are planted is when the bad stuff...
