I would assume that's a heavily modded version of NBA 2k10 on the PC (you'd be amazed at what can be modded on a PC game if you've never seen it before).

Very impressive modding - I too am constantly wowed by how one game can basically be turned into another. One minor nitpick - spell-check on "camaraderie" (and to be fair, I had to look it up just to get the spelling right here)
