Does anyone have an instruction list for this setup, as the game manual is very limited when it comes to listings what buttons do.

Go into your settings there is a control area just like your settings area

The D-Pad doesn't seem to be doing anything though. Isn't it supposed to be able to change strategies on the fly or something?

Not anymore, there is no way to do it with hybrid controls this year I don't think
