2k17 MyLeague(PS4): Change in budget when moving franchises

Apologies if a question like this has been answered elsewhere but I haven't found a guide or video specifically answering this question:

I've just started a season as the Utah Jazz. What is the advantage of moving to a larger city (say Seattle or Montreal) when it comes to larger population and higher "budget" if salary cap rules for players are the same across the board? Does it translate to an ability to spend closer to the hard cap?

If anyone has a resource explaining some of the differences when changing cities outside of the presentation, please chime in! Thanks in advance
