Player of the month program

Two quick questions on this:

1. Is the available to be completed throughout the rest of the game? Or it expires when the next player of the month program becomes available?

2. Is the Manaea in the ticket counter worth those amount of tickets if you complete that part of the program and not much else? Or only if you intend on completing the program in full (or at least a significant portion of it)?

I can answer this part. Unless you plan on buying the others (Ohtani, etc) then don't waste your tickets on Manaea. I did, completed his mission and with Villanueva too, you still can't do anything with out the other cards.
