CPU Adding points?

When does the CPU add points to recruits? In my previous dynasty as an OC and even as a HC this was not an issue for me and I was constantly able to have fewer than the max points allocated, however in my new dynasty as an HC points were just automatically added to all prospects to make them max.

I know this has long been an issue but I thought it could be fixed by turning off recruiting board assistance. Why did it all of a sudden happen to me now? I was going to use strict recruiting rules in this dynasty but after this I think I should ditch them.

This happens to me occasionally, particularly late in seasons when i will not have points maxed out. Then i'll sim to the next week and the points will be maxed out. I am unsure why it happens sometimes and not others.

Maybe you could have a 'dummy' recruit or two that you have on your list just to absorb points and satisfy the criteria of your personal rules. Just assign the balance to those dummy recruits and never offer them scholarships.
