I've been wondering for years why he's not in the game.

I'm old and even as a Cardinal fan, he is probably my favorite player of all time.

Is it a license issue, or what?

Anyone not in the game simply isn't licensed. Whether it's because the player/estate isn't interested, they cost too much money or SDS simply hasn't approached them is anyone's guess.

Clemente would be Live Series reward tier, either the ultimate collection or NL collection so he would definitely be an amazing player in the game for that reason and his historical excellence as well.

With someone like him, I would be surprised if SDS hasn't approached the rights holders already. So hopefully it's just a matter of when, not if.
