Absolutely not. The only thing that allowed the Pac-DLH fight to happen was that DLH's age was perceived to be the equalizer (though we all found out things were no where near equal). Williams is way too powerful for Pacman.

Pacman is moving back down, doubtful he'll ever go up to 147 or higher again.
