First, I want to be sure we are talking about the same file. Is this the one you are talking about? I just downloaded this file and could open it fine with openoffice. Are you sure you have openoffice installed on your computer, and are you sure that openoffice calc is the program that opens when you double click on the file?

Have you already gone to openoffice.org and downloaded and installed the openoffice suite? Openoffice is a opensource (free) copycat of Microsoft office. Openoffice Calc is one of the programs that comes in the suite, and is the equivalent of Microsoft Excel. Usually, installing the openoffice suite would make Openoffice Calc the default program for openinig Excel files. But if it is not, I can tell you how to make it the default. But first, make sure you actually have the program installed. Can you just open a blank openoffice spreadsheet? Once you do this, select File>Open, and navigate to the file the you want to open.
