Today, I decided to delete all my NBA2k11 data to start a new. I downloaded a file off OS for the game but it kept freezing.

Do the patches get deleted when you go into Memory and delete all the saves

No, if you have xbox then you have to clear your system cache. Go to system settings, memory, device options, and clear.
