If you want it 256x256, just copy and paste the 256x211 image onto a new 256x256 image. That way it'll fit and won't be stretch unproportionally, just don't autocrop since then it will be back to original size. All of the layer space doesn't have to be filled; it just needs to fit within a 256x256 space.

Wrong.

The game will stretch it to 256x256.

Just go to Image -> Canvas Size and Change the width to 256. That'll keep the same image size, but add clear area to the top and bottom.
