Do you really think the ACC added those two schools to change football perception? It was about staying afloat in conference expansion, new tv markets, academics, and what ACC (the conference, not me) cares most about...Basketball. If they only cared about football perception they would've added West Virginia, who would've accepted and probably Louisville. The Virginia Tech/Miami/Boston College moves were about football perception and that didn't exactly work out too well.
This round of conference expansion didn't really have big winners other than Big 12 and SEC. Big 12 gets two very solid football programs and a solid basketball program. SEC also get two very solid programs and get their footprint into Texas officially. All the other moves were just reaction moves, some out of necessity.
but anyways to talk about the game aspect of it, it gets tough making all conferences realistic because you can't get rid of the WAC and you must have four teams in every conference. With the moves being made the WAC only has two left (Idaho and New Mexico State who in real life will become indepents or drop down). I personally replaced both schools with Georgia State & South Alabama, I'll move them to their new conferences after the first year (well I moved USA to Sun Belt like they should be), then I'll move four teams from the MAC to the WAC.
