That's kinda what teambuilders for. You can go in make the team and edit the uniforms. Only problem is when you import them you don't really get the history but since its Georgia State it's fine.

Does anybody know if the Buffalo Bulls uniforms were included in any of the packs this year? New matte helmets as well as black uniforms?

They were not. They have black pants but no black jerseys and no matte helmet unfortunately. I'm using them in a dynasty and their unis still look great though.
