Yes, it's probably a bit more complicated than this pseudocode entails, and surely this would be a significant expense for the audio department. The point is, it's very doable, and code-wise it's probably no more intense than the adjustment to custom stadium sounds that you suggested.

IMO, this would be a great addition. It'd really help each stadium have that unique feel instead of each game feeling almost the exact same no matter who you're playing. It'd also go a long ways towards replicating the feel of home field advantage in the game.
