Im gonna take it as this has not been answered which makes me sadly assume that conference prestige is fixed and will not change over the course of a dynasty

I've been wondering this too especially with the new customizing conferences. Lets say i were to change up the Big 12 move Texas, Oklahoma into the PAC shouldn't it take a big hit in prestige.

It's been asked several times, but hasn't been answered yet (which isn't a good sign). It was also asked in this thread:

and the interviewer said he'd ask it when he interviews Ben (which is coming up soon I think).

That's probably our last shot of getting an answer before the game drops.

At least make it editable, as it has a huge effect on recruiting.

It doesn't even have to be editable (though if it was that would be pretty awesome). It could be as simple as a formula or requirements.

A+ (SEC) - 4 6* and up. Throw in a couple 5's and some 4's and you're on your way to an A+ Conference prestige.

A (Big 10)/(Pac 12) - A couple of 6's, a couple of 4's and then medicrity the rest of the way

C-/D (MAC/Sun Belt) - A couple 2's, maybe a 3.... The rest 1*....

It would be pretty cool to replace the Sun Belt with a multitude of solid TB teams and see it's prestige skyrocket. With the ability to change BCS affiliation, I think it would open up room for more competition/parody.

I like your idea.
I really hope it adjusts, or at least is able to be set at the beginning/end of each season (or at least every 4 years). Afterall, had anyone else went 12-0 in the MWC or WAC this year they would have been top 5/8 at the end due to the fact they would have had to beat TCU/Boise.

How about the opposite?

If you move a low team to a high conference, does that increase the team's prestige? And if you move a high team to a low conference does that decrease the team's prestige?
