This is correct, it was taken out a couple years ago. Currently, you can only take an online dynasty and make it offline and not the opposite as was asked.

I'm pretty sure it was the opposite that they took out due to cheaters. What they did was to save their OD as an offline, go into it and find out all of the recruiting pitches for their guys so that they could then go into their OD and know which pitches to pitch without having to uncover them.
