Hello, I have one small question about FIFA 10, how can I access other people's locker or hub, where I can download off them their tactics and such (even though I already got generic tactics for all leagues)

Shouldn't be system specific but go to Online portion, I forget what
it's called, basically your online page to check messages and such.
Using one of the triggers you can view your tactics, and upload them
here. As for d/l shared tactics, simply go to the leaderboards, highlight
a user and see if they have any 'shared tactics , formations' to d/l
