I think the limit is 450 players, so depending on the roster sizes of the teams you download, you could theoretically download as many as 25 teams if each team only had an 18 man roster.

On ps3, I just reached my limit for downloaded teams at 21. Kinda sucks.

Baracuda's is no longer showing on the creation-centre. I am just now getting around to downloading Portland & Vancouver.
