Player-rating editor for the PC version?

Hi, I'm thinking of buying FIFA 11 for the PC. But I won't unless I can globally edit and adjust player ratings (ala the PC version of PES 11). But I've been unable to locate a player editor on any of the FIFA modding forums. The only mods and modding tools that seem to be available for the game are graphical. Anyone know if a player editor is even available? And pointing me in the direction of any FIFA modding sites would be greatly appreciated, thanks.
