Passing, crossing, long shots and even dribble ratings in FIFA don't affect user gameplay. They determine how often a CPU player will perform a certain task. Example: a CPU player with a high dribble rating will keep the ball and take it downfield, rather than pass it off to a teammate. If he has a low dribble rating, he'll essentially pass the ball off to a teammate the moment it touches his feet. Vision is a CPU trait as well.
Ratings that affect user gameplay and manual controls are speed, accel, agility, shot power, finishing, heading accuracy and ball control. Finishing and heading accuracy ratings can be likened to the contact rating in a baseball game: they determine how much solid contact you make with the ball, even when using manual controls.

Disagree with passing and crossing. If pass error is tuned a little higher those with bad passing ratings will not make crisp passes. They will pop up a little and generally have less pace. Crossing seems to apeffect the accuracy of crosses as well.
