Why doesn't EA put creation centre into the game?

brb buys game that gets a new version every year
brb can only make teams before the new fifa comes out
brb can no longer edit or create anything in creation centre
brb im supposed to buy a new fifa
brb getting PES 2013

This is pretty much the same problem with NCAA football's teambuilder web application. Team customization is no longer in the game so EA has no incentive in keeping these features operational for past games.
