The arrows determine attack direction whereas attack intensity is determined by players' workrate (that's what I've seen anyway). To see the effect workrate has on players, watch how slowly your low-defense CPU-controlled teammates move back into your end compared to high-defend teammates. The low-defend guys, especially the FWs, jog back at an insanely slow pace. Good if you want them up the pitch for a quick counter-attack, but not so good if you're looking for defensive support.
The thing that most affects offensive-defensive positioning are the line sliders. If you want to force your teammates to come back and help out defensively, set both length and height sliders to 0. Examples:
