What do the tuners do exactly?

Do they just preset the sliders for you or does 1.01,1.02, 1.03 change game play things under the hood that we have no control over?

They change a bunch of stuff we can't. There's a metric boatload of different things, about nearly every part of the game. It's basically a way to adjust the game, without going though the process of a patch. Need to tweak progression? No need for a patch, just put out a tuner update.

I DO wish, we would also have this option, and make our own tuner sets. If this is actually feasible, I do not know.

Thanks, I agree I wish we could also tweak the tuners. I think it could be easy, its probably just some debug code you would have to put in.

When you've been prompted to download a tuner set, is there anything you have to do afterwards? Like do you have to install it or go to the menu and "apply" it somehow? Or is it automatically implemented as soon as you finish downloading it?

Automatic. You can also cycle between tunersets in the general rules menu as well.
