No penalties?

So, I just got the game. I'm pretty sure I have the latest updates and rosters. I'm play offline on Allstar. I don't see any settings for "sim" "arcade" style, but I didn't go through everything with too much depth.


However, I played maybe 6 games with 6-minute periods and I've gotten no more than 1 penalty per game. And that's between both teams.


Is this an issue? Will it be this years "no point in playing"? Did the game changers vote penalties out? What am I missing?

In rules, change penalties to 4. In gameplay sliders, change CPU penalties to 95 and cpu teammate penalties to 90. For the actual penalty soldiers, put everything at 75 except interference and charging (put those at 90-95). Also put Aggression to 95.

I’m still messing around since I play 7 minute periods, but I’ve been getting a bunch of penalties. I may have to tone it back a bit but I’ve had 3-6 per team a game.
