I give my review on PES 2009, from a former PES addict and a big fan of FIFA 08.

I've played the crap out of WE9 (Xbox), FIFA 09 (PS3), and PES 2009 (PS3) this year. I think WE9 is still the best on little details. PES 2009 seems like it is still missing a lot of what was in WE9. FIFA 09 has raised its game on the pitch and in the graphical department beyond WE9 and PES 2009. The right stick defensive changes, array of dribble moves, position battles, and team specific strategies puts it a cut above. FIFA still needs to add in details like knit number changes (which was in 08 and removed for 09), players leaving the pitch for injury treatment with status updates, national play should be a factor, and transfers should be reflected in CPU lineups. I think the CPU teams should drive a harder bargin on some transfers too.
