Here's a good PS4 OF I put together. It includes files from Pes Universe V1 and files from FBNZ (https://www.patreon.com/fbnzoptionfile)

The Bundesliga in this OF is really good with updated faces, stats and more were done by FBNZ

The OF also includes the 10 missing Champions League teams and a bunch of national teams.

I used these instructions for installing:

You will most likely have to pick and choose as there is not enough room to import all images.

So I've tried a couple OF with different ways of importing them and I'm not very happy so far. Is there a good full set of OF out yet?

One set I loaded was very off with the squads. On top of that, there are 2000 free agents which is kind of annoying. This wasn't the case in 2017. I had used ChrisUK's (I think) best of everything set and it was very good.

I tried FBNZ, when I imported it with apply squad data, it wasn't up to date squads. I applied live update on that and at least the premier league teams seemed to be updated somewhat properly. I'm not sure what happens to the Bundesliga type of custom leagues in that case. Not too familiar with those leagues. They seemed ok as well but I didn't do a full proof check on that.

One thing I noticed was managers, but that might have been the OF that doesn't have that information. Any specific suggestions on which OF to use with what settings (apply live data after import or not etc)?

2017 was a lot easier to get it going.
