1. Player rating/performance accuracy/integrity
2. High level CPU A.I.-in game and OUT of game too.
3. Quality Game(i.e.- limited bugs/glitches, solid frame rate/collision detection)
4. FULL customization of all player and Franchise options, including A.I.
scripts.
5. Highly Accurate simulated stats engine

To me a "fun game" is a byproduct of the various component performing to my level of expectation, so its superfluous to list it.
Any intellectually honest person knows that when it comes to the major, U.S. based, pro and college sports, in the year 2004, no license means marginal(at best) ecomomical viability. There was a time when superior quality was of the utmost importance. Not anymore. The time crunch that makes up the day to day lives of most people means that fast and easy rules the day. Good is good enough.
Its nice to play with the St. Louis Rams, Cincinnati Reds, North Carolina Tarheels, with the players and stadiums already made for me, but I would gladly create them all from scratch(like I did with every player, team, and stadium in MLB back in the Earl Weaver Baseball days) if the top five things on my list made the effort worth it.
I know I'm in that small minority that sees it this way: nfl PRO FOOTBALL Game as opposed to NFL pro football Game. For me the plays the thing, rather than the actors or the sets.
