I see. It looks like the general consensus around here is something as big as an NFL licensing deal for exclusivity is sure to cover the details of player names attached to cities. This is not much of a problem for me as long as I have the freedom as a consumer to customize MY purchase any way I choose. Which brings up another interesting topic:

Can this NFL licensing deal prevent Sega/Take Two from making their game fully customizable so gamers can create pseudo-NFL logos, team names, field graphics, signs, uniforms, etc.?

No. Licensing agreements generally restrict the monetary income a company can have; they can't profit using the names or likenesses of the league or players. As long as they don't include any logos or things like that, but allow the end user to modify it as they see fit, it's not infringing on anything. They just can't profit by selling the logos and names to the userbase.
