Personally, I don't care if he's eligible or not, I don't think he's got the numbers to win ROY anyway... guys batting under .300 only got 16 homers, hell, Craig Wilson is putting up better numbers for the Buccos. The only DRASTIC difference is RBI's, and that's garbage, because look at Matsui's supporting cast and Craig Wilson's.
NOTE: I AM NOT SAYING CRAIG SHOULD BE ROY, I'm merely making fact that his numbers are NOT that hard to replicate.

If you don't even know that there's an AL and NL ROY then maybe you shouldn't be in this conversation.
That being said, I never even thought of Matsui as AL ROY. I like Baldelli a lot. He's helped change that Tampa Bay team. If he had a better supporting cast, we might be talking about an Ichiro type season (MVP and ROY). But, that won't happen because people still think Ichiro is the most influential player in the game and Tampa Bay sucks.

I'm aware of the separate ROY's... my comparison was only because Craig is a platoon player putting up similar numbers. If Matsui played anywhere OTHER than NY, he would be getting about the same attention as Hee Sop Choi.
