The first article said nothing about Montreal other than they do want a team I guess and but they don't want to pay the ransom that MLB demands. Then in the second article says that there is a possibility that they will go after the 'Spos this year but if not they will go after them in 2005 with Northern Virginia and Washington,D.C. But there is still hesitation on this situation it seems like from everyone.
Portland will try for another MLB team if there bid for the 'Spos fail.
What do you want links about? See every article I found on the net regarding the ‘Spos nothing is for sure. They will put a bid or will even have enough money for the 'Spos to bring them to Portland. If there is going to be talk about the 'Spos going anywhere then I guess you have to throw in Washington and Virginia. Because Portland is not the only city. Portland has changed there minds on the 'Spos numerous of times.
It might not be a lot but people in Montreal or where ever have raise over 3 million to buy/save the 'Spos if you want to see here. Buy the 'Spos
Here's a interesting thread from the Montreal Expos website.

Ok there you go some info. But the articles might not be up to date. But those are the only really ones that like sorta prove my point that Portland is unsure what they really want to do. Other than the fact the claim that they want a MLB team for 2005.
I have said this before as well, MLB doesn't own really the whole Montreal Team. There were part owners of the club when Loria(sp?) owned the club so he didn't own the club outright I guess would be the right word to use. So, why would any city want to get involved with MLB and Montreal when the potential buyers and MLB could possibly get sued?
