The fact that you can give a pitcher x amount of saves and then flip them for good prospects makes them valuable. Teams don't have tons and tons of players at premium positions that they can trade and get a good return for. However, you can throw pitchers into that 9th inning role and get them saves and flip them quick. It's like the baseball equivalent of flipping a house, you take an ordinary relief pitcher with promise put him in the 9th inning role, he gets saves and thus he gets value.
Teams will pay for good closing pitchers. They typically won't cost much in terms of money and they're easy to replace. I won't go as far to say they grow on trees but it's not really that hard to find pitchers that can throw in the 9th inning.
The second bolded part is basically true and why closers don't command a huge haul. They're easy to find and replace and not that reliable as a long-term asset. I saw a stat that something like only 3 closers are still closing for their same team as of 3 years ago or something. Not 100% sure about the timeframe, but the gist is you can bank on a closer to perform for you for 1 year maybe 2 or 3 if lucky. A left handed minor league pitcher and a Comp B draft pick are the other two pieces, allegedly. Love the deal. Hoes can hit for average and get on base at a good rate, but has very little power and is an average fielder. I don't think most teams see "saves" as the desirable stat though. Sure, they like that a guy demonstrates he's not gonna poop his pants in the 9th, but they're looking at scouting reports, radar gun stuff, K/9, K/BB, BB/9, pitch charts, medicals, arm action, contract details all before they check how many saves a guy has.

With there being an international draft now and being unable to overslot in the draft, the best way to rebuild by spending money is to sign a bullpen's worth of arms on 1 year deals (if they're still arb eligible or can get a team option, even better), and then ship them out at the deadline when teams need them due to injuries or whatever. Relievers are usually cost efficient enough to do this; teams with large payrolls can do it with starters and sluggers as well.Comment
