Does this international draft INCLUDE players from Japan? I don't understand also, why it's not incorporated in the amateur draft versus a separate draft...makes more sense to me to have all amateurs (according to MLB service time) in one draft.

I know MLB has had labor peace for a while but knowing this sport's long history of labor difficulties "fun" is not how I would characterize these developments.

On to happier topics, I knew the "blood stained" pant legs would be gone after a season in Arizona. I absolutely LOVE the new Royals alternates as well.

Diamondbacks need to stop the charade and go back to the 2001 jerseys.

I don't think so but I'm not 100% sure. There is the posting the system that is used for Japanese players. Also most of the players in Japan that come over are not amateur players. Like Tanaka, Dice-K, Hideki Matsui all were at least 25 when they came over from Japan. Whereas all of these players from Latin America (excluding Cuba) are 16 when they sign with major league clubs.

Right the Japanese players are under contract and/or their rights are owned by their club. So you have to pay the club to win the rights.

Amateurs are owned by no one so they are required to be drafted per MLB rules.

The issue has been that MLB hasn't been able to mandate the same on amateur International players because they too are owned. It's just not for a professional club.

If I discover you and pay for your room and training and enforce you sign a contract with me to be my property, MLB clubs have to negotiate with me to earn your rights.

Couldn't the player just sign anyway? Sure and have their entire family remain in a country where the buscon lives? Not exactly wise if you're from the Dominican Republic or Venezuela. Also good luck to the club trying to win the services of a future prospect from the same buscon after essentially stealing one away.

The Owners have backed off the INT Draft as a requirement in the CBA as a requirement.

It was in an effort to move talks along but according to Rosenthal the players aren't exactly budging on their demands.

Sounds like there will be a cap on INT spending. Luxury tax is going up. It's going to start at 195 and rise up to 210-215 over life of 5 year deal. Anyone over 250 is going to get hit with a 60-70 PCT penalty.
