There are a few things that go into this. First thing to mention is that the game on default slider settings, even on sim, makes it easier for CPU controlled teams to get offensive rebounds. Most slider sets tweak the balance on slider settings to correct for this.
Aside from looking at the personnel of the teams, that's a lot of offensive rebounds to give up. So there is probably more to it than this.
The first thing to think about is how you set up your defensive settings. If you check out that link, Sam Pham lays out the approach to setting up team defense to have your defense prioritize your opponent's primary threat while protecting the paint and staying in position to get defensive rebounds.
If you play a lot of POE's on things like defend the perimeter and play physical, your defense will be out of position a lot to get rebounds. In this system, you play protect the paint and neutral defensive aggression pretty much throughout the game, and use defensive setting to tweak aggression on shooters, making adjustments through the game, especially to respond to who gets hot and screen defensive strategy by player.
Take a look at that video. See what you think, try it out. Also, if you play a lot of run and gun, and the opponent is also running in transition, you won't have your defense in position very often to set up and get rebounds.
So in this approach, while there are fast break opportunities, I usually play POE crash defensive glass for the full game, and often limit transition, trying to keep control of the ball and the clock, allowing my offense and defense to set up. That also includes shot selection, so if I'm getting cold I want to get to the basket/feed the post and keep the rebounds short so I don't feed the opponent transition game. That allows my defense to get back and set up if I miss.
