As far as graphics go I was running it on my 3 or 4 year old laptop OK, it was a bit choppy and the detail was low but it was still playable, haven't got to try it on my desktop but it works wonderfully on my brothers new graphics card.
I believe you need a wheel to play the game, I use a Logitech DFGT which is probably about $80 on Ebay, the DFP, the version before is probably about $50. The wheel it's self if solid but the pedals are a bit loose but once you get used to how to use them they aren't too bad.
The main cost for the game will come in content as you move up. My first run I only did the rookie stuff but I didn't play long enough to get into the higher classes. I was a little nervous of the price of advancing. My goal is to get to the IndyCar's so every series I race in before that will be picked based on if they run the same tracks as the Road and Oval series for those.
PS on the learning curve: I got the road car down today, a little slow but keeping it on track and within a second or so of the leaders. So I'd say about a week is the learning curve with some wheel experience weather it be GT5 other computer racing. Maybe 2 to 3 weeks with out being used to racing on a PC or Console with one.
