The hardware is not necessarily what I meant by incremental though...the software is, and has to be, for and dev adaptation. By that i mean the hardware progressing quickly, in large chunks technology wise, is great but devs still have to learn to use that hardware and scale it across the spectrum to account for all of the hardware types from low end to the top end.
That's why when a new system like PS4 Pro drops people are often disappointed they don't see a huge difference. The hardware in it is a huge upgrade but the software will take a good while to start to utilize that hardware in any sort of worthwhile way, letting alone pushing that hardware to show off how great it can be.
This is all very reminiscent of PC gaming. You can buy the biggest and baddest PC there us but the day you get it you're still playing games that were likely developed for a PC two years ago..
