If you update, no, it won't do that. There's no real solution if I understand what you are asking. There's a compromise one way or the other.
An update keeps the other useless garbage that stays on your phone. A restore makes you put everything in fresh.
Side note: If you are worried about staying jailbroken, I wouldn't update. No word on whether they will be able to release a jailbreak. And if you're worried about unlocking the phone? Upgrading isn't even worth discussing. The updated baseband looks like it's difficult enough that it won't be dealt with on 3.0.
Then again, they've said this for 2 major updates now (2.0 and 3.0) so who knows.
I guess what I'm asking is that if I restore phone as new, then when it's done it's like a completely new iphone right?. At that point all of my apps are backed up in Itunes still? So I can then sync all of my apps and music back to the Iphone?
But then am I right back to where I was before I did everything?
How do the alerts on Sportacular work? I set up alerts a few days ago for the Royals for score change, game start, and game end, and I haven't received any alerts whatsoever. What gives?

Yes. Put your phone in DFU mode and then restore.

I think they might be having a server issue. I haven't received alerts for a few days as well.

you have to turn on "notifications". Click on your phone "settings" icon and it should be at the top (3rd one down)..
My wife and I have the family plan with 450 minutes and the iphone plan (forgot what it's called where you get unlimited text, internet etc..) we end up paying about $72 bucks each a month. When I was by myself it was about $20 more a month.

I have the 900 minute plan with unlimited weekends and nights for $59.99, I'm thinking of switching to the 450 plan, the only problem is I will not have unlimited anymore, just 5000 weekend and night minutes.
For those who have the 450 plan, do you guys ever go over your minutes.
