- Game runs on an evolved version of the Oblivion engine. Third person view has been reworked since the verdict was that the Oblivion version sucked balls.
- Game starts with your birth and your mother's death in a vault hospital. This is essentially the character customization part of the game. Your father hands you up to have your DNA analyzed and you get to pick out all your character traits. Your dad takes off his mask to reveal similar traits to the ones you picked.
- You grow up in the vault and as you grow you get your first book titled "You're Special" which allows you to choose you baseline stats for each of your 7 primary aptitudes. You'll also get your first weapons and wrist computer (menu) as you get older you'll take tests to determine the initial layout of your skills and traits.
- Every aspect of character creation is based on S.P.E.C.I.A.L. system. Of your 14 skills you can tag 3 to grow at a faster rate than the rest as you level up.
- Battle system is called the Vault-tec Assisted Targeting System (V.A.T.S.). The article states. "While you'll certainly be able to tackle enemies in real time using first person shooting, V.A.T.S. lets players pause time and select a target at their leisure". Battle system still uses action points, but once you've used them up you'll still be able to fight targets in real time while they charge back up.
- Game is still violent and gory. One of the featured screens is of a guy's head exploding in super gory detail. Apparently all gory deaths in the game will be in slow motion.
- More than one way to play the game. Go balls out and kill people, or sneak past situations, or perhaps talk your way out of situations.
- Enemies can target you just like you can target them, so you can get injured in very specific points on you body. This is in addition to an all new health/radiation system. This new system has you measuring how radiated certain things (like water) are and how they affect you when you consume them.
- Karma system returns.
- XP based system, most XP comes from quests.
- Level cap is 20.
- 9 - 12 possible endings based on your actions in the game.
- No level scaling like oblivion, you walk into a high level area, you die horribly.
- There are NPC's you can hire, but this is not a party based game.

I don't think they're going to be able to resist putting their "Bethesda" style stamp on the game, much to the dismay of veteran fans of the series. Oblivion fans will probably love it, we'll see about the old heads.Jordan Mychal Lemos

Bethesda finally shows us what we've been wanting to see. And it's well worth the wait.
For a few years now we've been anxious to see what Bethesda has been doing with our beloved Fallout franchise. After the unfortunate heartbreak of Brotherhood of Steel and Fallout Tactics, gamers have been clamoring for a sequel that's true to the spirit of the original game. Given the success of the recent Elder Scrolls games, we've been hopeful that Bethesda could really deliver an original but authentic Fallout experience but after years of silence and only the slightest whispers of the game at E3, we were beginning to get discouraged.
That all changed recently when Bethesda invited us to the first showing of Fallout 3. The title, in development since Bethesda acquired the rights in 2004, is being developed simultaneously for PC, Xbox 360 and PS3 by the teams that worked on the last two titles in Bethesda's Elder Scrolls series, Morrowind and Oblivion. Bethesda's executive producer Todd Howard and designer Emil Pagliarulo were on hand to talk about their plans for the game and to show off a surprisingly complete build for the Xbox 360.

IGN says Fallout 3 was the game of the show at E3
When the lights went down and got our eyes on the 3D version of Vault 101, we knew we were in for something special. The Fallout series holds a very dear place in many gamers' hearts, including those at Bethesda Softworks, and the developer looks to have stayed true to the universe about as well as anyone could hope.
Oblivion wowed us with its immensity and depth, but Bethesda looks to have greatly improved its formula with Fallout 3. Though the two titles have a lot in common in terms of design and core gameplay, they're worlds apart when it comes to setting, story and even their RPG mechanics. From the combat system to the character traits to the interaction with NPCs, Fallout 3 looks to be the refinement of an already fantastic design.
It's one thing to run around forests and slash at things with a sword, but when you're given the ability to set off a nuclear bomb and level an entire town of people, a certain uneasy feeling rolls in your stomach. It's this contradiction between extremely dark themes and the constant bits of humor that pop up everywhere that has made the franchise work so well.

Fallout 3 was one of the few more or less new titles at E3 2007. There'd been a preview event a month or so before the expo, but E3 2007 was the first time a majority of the gaming press got a chance to check it out. For fans of The Elder Scrolls series and the Fallout faithful, it seems like it could satisfy.
Bethesda's keeping in the open-ended questing present in the franchises, making some needed fixes to their enemy auto-leveling mechanic, and implementing the targeting system and action points of the previous Fallout games in a way that, it seems, is cohesive and fluid. Though Fallout 3 involves the frequent use of firearms and plays from a first person or third-person over-the-shoulder perspective, whatever you prefer, it's very much an RPG; the way your gun fires and the bullets' trajectories seem much more dependent on statistics than twitch skill. But aside from how the game stays true to Fallout's roots, or how gorgeous the world looks, or how it deals with mature thematic elements while maintaining a sense of humor, the game looks like a lot of fun. We can't wait to play it next year.

War might not ever change, as Ron Perlman alluded to in the game's teaser, but the demo of Fallout 3 proved that this franchise has definitely. The vastly improved Oblivion engine renders the post-apocalyptic world in stunning detail, making every step and action as a dweller of Vault 101 seem as though you're actually interacting with the environment.
But Fallout 3 is much more than pretty images; this is a world where anyone (or anything) is willing to kill you for the few supplies that you might have scavenged from the wastelands. Fortunately, players will be able to defend themselves with everything from hunting rifles and machine guns to laser pistols and miniature nuke launchers. You can even target and cripple the body parts of enemies to have a better chance in a fight.
The game isn't all combat either: Players will need to weigh the moral choices that make as they wander through this devastated landscape. That leaves a lot of flexibility when it comes to being the scourge or savior of the wastelands. Bethesda could have a masterpiece on its hands.
