I think the difference between JC and other open world games like GTA/SR/WD/SD is that all these games are more focused on the micro, while JC is more about the macro. I mean, JC is about moving from one area to another constantly in a huge world. Flying/gliding/swinging. Which is probably why the cities and other areas aren't as living and breathing as in the other games.
It's more of a "Fly to that base, destroy it, fly to the next spot". Of course, you can walk and drive, still it's a big world and you have all the tools to move much faster. I understand why NPCs/traffic etc. are not really better than any ps2 game. I guess it's a give and take (at least when talking about JC2).
Looking forward to trying 3. With destruction, it's much more fun!
