Ignoring the pics, I agree that Girl A should have been dropped when she started to ignore you. My gut feeling (and I could be wrong, but it seems to be the guy thing to do) is that you kept her around as an option because, well...because she's hotter.
And that's okay so long as you don't let that make you change anything about yourself. If you're looking to just score, who cares if she ignores you if every 2-3 weeks she's doing other things to make you forget? You know?
But, if you're looking for something serious, it will never work until she matures. And here's the thing: she's won't mature for you. You will end up being the guy she dumps on so she can realize she needs to mature.
Girl B isn't very attractive to me and it seems you don't think she's as attractive either. But, I know what it's like to meet a girl that has bursting personality and just matches you. A below average girl in the looks department can jump to average just based off an incredible matching personality and I would give her my attention simply because I'm enjoying myself. It seems this is how you feel about her.
If you want that connection with someone that shares it, then that's where you go. You're not marrying the girl. If you ever decide you can't no longer do it, you can call it off. It sucks to hurt someone if they like you, but my general feeling is everyone gets over everyone.

Would it be considered unacceptable to hit up a girl on FB, looking to go out sometime?
I feel like that might be bordering on the creepy line, seeing technically FB isn't a online dating service and people don't sign up to use it as such.

Well, you have a legit social connection so that's not creepy. Just send her a message and ask her if she'd be interested in catching up sometime. Creepy, to me, is cruising your friends' friend list and hitting up females that way. I'm sure guys have been successful with that, but I would feel weirded out.
Speaking of facebook - do you guys add any of these girls? I haven't "friended" anybody I've dated in the past two years, but have realized it can be a helpful tool.
