From what I gathered the government has more issue with the organization of the sport, not cheerleading itself. There's not really a solid "NCAA" type of organization running everything, setting up playoffs, etc. They also want it to be competitive, some schools don't really compete they just support the other teams. I think if there was a solid organization running everything it'd eventually get sport status.

In Vermont, the VPA who oversees HS sports also oversees the HS Cheerleading State Championship. I can't speak for the 49 other states, but in at least one state it is overseen by the NCAA equivalent.From what I gathered the government has more issue with the organization of the sport, not cheerleading itself.
