I have been using Paul's latest v2.8 which is up to date since it just came out... and been playing World Cup mode having a lot of fun on game speed -1 and Pro level. after I win with the Columbia I will try out Top player and the World Cup Challenge DLC (not sure what this is really) and 7oy's BLUS file

I'm not using his file so I can't say for sure what is in there and isn't, but here is the link to Paul's files. And his description of what is inside.
Here is the start of my 2014 OF, plenty more updates to come, here is what is included so far...
Leagues/Cups
All unlicensed leagues and cups have been renamed and have emblems added. Some look a bit pixilated, but I will fix them up in future updates.
Premier League
All team names have been corrected and emblems added. All teams have Home, Away & GK kits, plus some teams have 3rd kits.
Liga Zon Sagres
All teams have been renamed and emblems & Home, Away & GK kits.
Bundesliga
In game teams have been moved to the league. All teams have now been renamed with emblems. All teams have Home, Away & GK kits, plus some teams have 3rd kits. All teams have the correct players (stats, position, name, etc), some have appearances, others will be added in future updates.
Liga MX
All teams have now been renamed with emblems added. All teams have home, away & GK kits, most have 3rd/4th kits. All teams have the correct players (stats, position, name, etc). Some appearances are done.
Indonesian Super League
All teams have now been renamed with emblems added. All teams have correct players, names, stats, positions, nationalities, etc. No player appearances are done as yet. A couple of kits are done.
SkyBET Championship
All teams have now been renamed based on the top 18 teams from the poll that has been running. The dreaded emblem limit has struck again so the top 8 from the poll have the correct emblem & the remaining 10 teams just have the league logo. There is a guide on my blog on how to switch the emblems. All teams have home, away & gk kits, some have 3rd kits. All teams have the correct players (stats, position, name, etc). Some players have correct appearances.
Other European/American/Asian Teams
All teams have now been renamed with emblems added. All teams correct kits & correct players (stats, position, name, etc), some have appearances, others will be added in future updates.
National Teams
All duplicate players have been replaced in the unlicensed teams and all fake players have been renamed. All teams have the correct kits, new kits will be added as they are released.
Classic Players
All have been used to create current players.

Well, it may just be me doing something wrong but neither 7oy or Paul have USA kits or USA names.
Paul says he has fixed every fake name on National teams so I'm puzzled right now
The game does a lot of downloading every time I fire it up so I'm giving up for nowComment

Sorry about your issues man. PES can be quite cumbersome in terms of the steps you need to take to make the files work.
What do you mean by the game does a lot of downloading?
Try going to the main menu and select statistics. Then you should see an option to update data pack. Select that.
Then try re-installing the option files. More specifically the edit data.
EDIT: I think I know what you mean about downloading. That is the update pack. You MUST download that first, before installing the (BLUS) option files. I have been using Paul's file and with the with data pack and having lots of fun with this game now playing world cup. I don't understand why Konami just didn't have the game play like this at release.... any ways this game is kind of addicting to play recently for me as I'm enjoying the matches a lot. It seems to me -1 game speed is best for some reason but when I play multiplayer with 2 v 3 or whatever we push up the game speed to +1... but when playing the CPU -1 seems perfect to me.
I would try the other 7oy but it looks like it don't work with the latest data pack yet and you have to have the world cup dlc which I'm not sure how much different that is than just playing world cup tournament using Paul's file with everything updated and the latest data pack.
with Paul's file... here is what I did. I updated the game to the latest datapack and then put on his v2.6 file and then put on v2.7 on top of it.. then did v.2.8 every thing seems to be working for meLast edited by steveeee; 06-29-2014, 03:06 PM.Comment

How do I add them?
wouldn't I lose the 2.6 file if I overwrite and save?
Do I add 2.7 first and then restart the game and the take the game off to add 2.8?

Damn, thanks for this. I just started with 2.8, time to go to the Full File, and 2.7, and 2.8.

Will Paul's work with the world challenge downloaded? I'd been running with his, but then died it and switched to 7oy. Now all the national teams I want to qualify with have wacky switched jerseys. Will going back to Paul's fix this?The line must be drawn HERE! This far, no further!Comment

Steeeeeve said that Pauls work with the World Challenge DLC. You must also update to the latest data pack, (when you boot the game up it will prompt you to download the update.)
Then, you download Paul's Full File 2.6. Then update to 2.7, and finally 2.8. Pretty sure that you overwrite and save with 2.7 and 2.8. Steeeeve will have to confirm that though, since I am at the current second copying Paul's 2.6 Full File to my PS3.
NOTE: I hope that for PES 2015 this process will be simpler. You really have to love the sport and PES to go through all of this. lolLast edited by LingeringRegime; 06-29-2014, 04:35 PM.Comment
