This is surprising to me, but I imagine that it is a good sign of his development. It would be a step up in terms of competition, as Ligue 1 has to be considered a 'better' league than the Portuguese La Liga. Is Monaco playing in Europe this year? That was probably the one advantage of Freddy being at Benfica, since they are almost guaranteed to be in Europe each year due to the top-heavy situation in Portugal...

Freddy didn't see any first-team action the second half of the season, and Benfica went out at got Pablo Aimar this summer... so it wasn't likely he'd see any action next season either.

Monaco is expected to sell young French playmaker Jeremy Menez, so Freddy will probably step right into the starting eleven.

Monaco are also rumored to have a bid out for Michael Bradley, but Heerenveen are probably unwilling to sell this summer.

Ah yes, I forgot about the Aimar signing. That certainly would seem to indicate that Freddy was not in their plans for the upcoming season. Hopefully he will get regular PT as he has shown the potential in his limited exposure with the USNT to fill the creative central playmaking void that has been painfully evident recently...

As for Bradley, I vaguely remember reading a while ago that he is in no hurry to leave Holland, but that if he were to leave Germany has the most appeal to him.
