I changed several settings and even dropped the resolution and it still runs poorly. I have high hopes EA will get this sorted out based on how other games released in terrible state and later got corrected (Gotham Knights).

I hate how most games release totally unoptimized. If you don't have a "NASA" system, well good luck.

Do I select that mode in the weather options? Though I suppose it doesn't matter if it's still going to pour rain anyway.
