Maybe that's it, I haven't mastered any courses yet.

The CE stuff should just be on the disk. There was nothing else to download for that.

The CE stuff is already on the disc. The disc itself should say Collector's Edition on the box and disc label and should say Collector's Edition on the loading screen. If it doesn't then he has a big problem. There was no downloading required for the CE itself. If you had the standard and then upgraded to CE in-game then you would have to download something.

My question is how does one with the standard edition upgrade it on the xbox 360... My buddy only bought the Standard and can't figure out how to upgrade.. Total GameStop fail on the upsell...

I think dominick (the one that started the CC I am in) bought the Standard version.

If I remember correctly I think he said once he tried to buy one of the 5 courses that the CE has it gave him the option to buy the CE upgrade. I'm not 100% on that so you may want to ask him and I am sure he will be more than happy to tell you how he did it.
